DESCRIPTION:by Mithat Unsal as part of Applications of gauge topology\, ho
lography and string models to QCD\n\n\nAbstract\nWe consider a class of qu
antum field theories and quantum mechanics\, which\nwe couple to topologic
al QFTs\, in order to classify non-perturbative effects in the\noriginal t
heory. The TQFT structure arises naturally from turning on a classical\nba
ckground field for a discrete global symmetry.\nIn SU(N) Yang-Mills theory
  coupled to $\\mathbb Z_N$ TQFT\, the non-perturbative\nexpansion paramete
 r is $\\exp[-S_I/N]= \\exp[-{8 \\pi^2}/{g^2N}]$ both in the semiclassical
weak coupling domain and strong coupling domain\, corresponding to a\nfrac
tional topological charge and action configurations.\nTo classify the non-
perturbative effects in original SU(N) theory\, we must use PSU(N)\nbundle
and lift configurations (critical points at infinity) for which there is
no obstruction\nback to SU(N). These provide a refinement of instanton sum
s: integer\ntopological charge\, but crucially fractional action configura
tions contribute\, providing\na TQFT protected generalization of resurgent
semiclassical expansion to strong\ncoupling. Monopole-instantons (or frac
tional instantons) on $T^3 \\times S^1_L$ can be\ninterpreted as tunneling
events in the 't Hooft flux background in the $PSU(N)$\nbundle. The const
ruction provides a new perspective to the strong coupling regime of\nQFTs
and resolves a number of old standing issues\, especially\, fixes the conf
 licts\nbetween the large-$N$ and instanton analysis.\n
