 is work studies how to extract minimizers (atomic representing measures) f
 rom non-mixed moment matrices\, i.e.\, moment matrices built from term bas
 es that contain only univariate monomials and induce matrices with univari
 ate and pairwise blocks. We develop a practical pipeline: starting from a 
 PSD moment matrix\, we use (marginal) flatness to extract univariate suppo
 rts and weights via standard univariate moment-matrix techniques\, then in
 terpret the recovery of a joint measure as a multi-marginal coupling probl
 em over the Cartesian product grid of extracted atoms. To control the expo
 nential grid size\, we exploit pairwise blocks to compute pairwise couplin
 gs by Vandermonde-based moment matching\; under full-rank conditions these
  couplings are unique\, enabling pruning through an atom graph and reducin
 g the final gluing problem to a small set of transversal cliques. We provi
 de failure signatures showing that PSD and non-mixed flatness does not gua
 rantee representability\, and that pairwise-feasible couplings may still f
 ail global consistency. Finally\, we show how consistency of localizing ma
 trices with extracted atoms yields feasibility and global optimality certi
 ficates in constrained polynomial optimization\, with applicability also i
 n $k$-cardinality and clique-sparse hierarchies.\n

 gue.\n\nAbstract\nIn the simplest terms\, quantum optimal control can be t
 hought of as the problem of finding a path from the identity to (or near t
 o) a target point on SU(n) while minimising a cost functional. There are m
 any natural cost functionals to consider\, but one of the simplest is to m
 easure the length of the path with respect to a Riemannian metric on SU(n)
  which encodes how moving in certain tangent directions is “cheaper” t
 han moving in others. This is the approach taken by Michael Nielsen et al.
  [https://arxiv.org/abs/quant-ph/0701004] in their work on complexity geom
 etry\, and recently adapted to deal with noisy quantum systems by Lawrence
  et al. [https://journals.aps.org/prresearch/abstract/10.1103/y8nw-n1wb]. 
 \n\nIn practice\, moving in certain directions is not just costly\, it is 
 actually impossible. In the language of geometric mechanics\, this can be 
 interpreted as a nonholonomic velocity constraint. We show how to interpre
 t the constrained optimal control problem\, referred to the vakanomic cont
 rol problem\, as the limit of the unconstrained penalised problems as the 
 penalty factor approaches infinity\, drawing on techniques from the calcul
 us of variations (Gamma convergence)\, sub-Riemannian geometry and functio
 nal analysis. We show that there are three distinct ways of taking the lim
 it\, and explore the relationship between them.\n
